- In a large pot, heat the olive oil and sauté the onion and bell pepper until the onion is translucent. Add the garlic and sauté for another minute.
- Add the carrot and the pre-heated water (or broth).
- Season with salt, black pepper, and paprika to taste.

- Add the potatoes and cook for another 5 minutes.
- Stir in the parsnips and cook for 5 more minutes.
