Instructions:
- Start by boiling the potatoes until very soft. Drain and mash them into a smooth purée.
- In a large bowl, combine the ground beef, onion, garlic, olive oil, paprika, crushed red pepper, annatto, oregano, salt, parsley, scallions, eggs, and breadcrumbs. Mix until well combined.
- In a greased baking dish, spread half of the meat mixture across the bottom.
- Spread the cream cheese over the meat, followed by the tomato slices.
- Sprinkle with half of the shredded mozzarella.
- Top with the remaining meat mixture and smooth the surface.
